White chocolate liqueur is a liqueur made with, or flavored like, white chocolate. As white chocolate in and of itself has little to no flavor (white chocolate is literally cocoa butter that has been deodorized, sweetened, and flavored with milk powder and vanilla), white chocolate liqueurs tend to taste subtly of milk and vanilla, with the sweet-fatty aroma of cocoa butter. 

Some common brands of white chocolate liqueur include Godiva, Mozart and Godet. They are an off-white color, opaque, and moderately sweet, and can lend texture to cocktails in a way that white [ingredient=creme-de-cacao creme de cacao] cannot. Most are around 30 proof.
