Tipperary Cocktail (Dead Rabbit)

1 12 oz Irish whiskey
1 oz Sweet vermouth
12 oz Green Chartreuse
12 oz Water (chilled)
2 ds Orange bitters
1 t Simple syrup (2:1)
Stir, strain, up.
